Community Council meeting of 15th September
As we’ve published previously, we made a Freedom of Information request to South Ayrshire Council back in April.
Arising from that request it appears there is a Partnership Agreement between South Ayrshire Council and Dynamic Dunure for the ‘Delivery Phase’ of the project which received funding from the National Lottery Heritage Fund.
The partnership arrangements are encapsulated in the Partnership Agreement (Appendix B in attachments).

The agenda item we’ve asked for is simple and open:
Partnership agreement between Dynamic Dunure and South Ayrshire Council.
This will give Dynamic Dunure or a representative of South Ayrshire Council an opportunity to share the agreement, and for the community to discuss its implications for the future.
As a village we should know in advance what is planned for ‘The Helm / Heritage Centre / Dunure’s Living Heritage’. We should know particularly what the plans are for the building and Kennedy Park if the ‘Helm’ fails financially:
- Who owns the building
- Will part of Kennedy Park be sold to a private business
- What happens to the Motorhome overnight parking
- What protection is there for the investment from South Ayrshire Council, likely to be in excess of £2 million
- Who is responsible for any losses?
Of course,this document is formally a Delivery Phase agreement, and its actual substantive scope may turn out to be narrower than the Helm/heritage centre — possibly just the harbour. Even so, it will give a valuable insight into the nature and depth of the relationship between South Ayrshire Council and Dynamic Dunure.
Remember, there is no record of meetings between South Ayrshire Council and Dynamic Dunure, no minutes of meetings, no note of who attended any meetings. Yet we have a partnership agreement.
We firmly believe this Partnership Agreement should be published.
Full and open discussion is vital for this important development for Dunure and Fisherton.
