Dynamic Dunure AGM

Five Questions Still Waiting for an Answer

  • Dynamic Dunure held its Annual General Meeting in the Kennedy Hall on 14 October 2026.
  • The meeting was advertised as “business only as per agenda”.
  • I sent questions in writing beforehand. Each question was linked to an item on the agenda.
  • The questions were not answered at the meeting. The chair said he had not received them.
  • At the end of the meeting I handed a written copy to the secretary.
  • The questions are about:
    • an important partnership with the Council
    • a promised £50,000
    • how the charity’s accounts are checked
  • Dynamic Dunure is cordially invited to reply. Any answer will be published here in full.

Background

Dynamic Dunure SCIO (charity number SC051144) is named in South Ayrshire Council’s application to the National Lottery Heritage Fund as the body that will maintain the project’s legacy. The Council is the lead applicant. The development phase, worth £180,936, was confirmed in June 2026.

Because Dynamic Dunure’s role is expected to grow, the AGM was a natural place to ask how it was preparing to take on its new role.

No questions were taken during the meeting.

The AGM notice, posted on the Dunure and Fisherton Community Council Facebook group, welcomed members of the public but described the meeting as “business only as per agenda”. The questions below were therefore sent in writing, in advance, so that they could be dealt with under the appropriate agenda items, or answered in writing afterwards.

The questions

The questions were emailed to the trustees on 10th October at secretary@dynamicdunure.onmicrosoft.com. A delivery report confirms the email was delivered on Saturday, 10 Oct 2026 at 16:59. No other email address for Dynamic Dunure is publicly available.

Item (a): Chairperson’s report on activities

  1. South Ayrshire Council’s application to the National Lottery Heritage Fund (Appendix 1, p.6 of 9, ‘Delivery phase – people responsible’) says that governance reflects ‘the partnership of South Ayrshire Council and Dynamic Dunure’, as set out in a Partnership Agreement (Appendix B).

Has Dynamic Dunure entered into that agreement? If so, will the trustees make a copy available to members and the public?

Item (c): Consideration of the accounts

  1. The Council’s announcement of 29 June 2026 said that Dynamic Dunure is ‘in the process of securing £50k towards the project’. Where does that stand, and is any of it reflected in the accounts being presented?
  2. Clause 59.2 of the constitution requires the accounts to be examined by ‘a qualified examiner or auditor’. The 2024/25 statement of receipts and payments filed with OSCR does not appear to include an independent examiner’s report. Who carried out the independent examination of the 2024/25 accounts, and who has examined the accounts presented at this meeting?
  3. Under clause 59.4, the accounts are to be sent to members, or made available for inspection, not less than 21 clear days before the meeting. Was this done, and where may the accounts be inspected?

General

  1. Clause 62 requires minutes to be kept of all General Meetings. The Community-Led Action Plan commits to developing the Dynamic Dunure website into ‘a fully operational and regularly updated platform’ (action 10.2.2, p.15). Will the minutes of this AGM and the accounts be published there? If not, how may a member of the public obtain copies?

The email also asked for a copy of the register of charity trustees (clause 40.5 of the constitution) and, under section 23 of the Charities and Trustee Investment (Scotland) Act 2005, for the charity’s most recent statement of account and confirmation of its current constitution.

On the night

No questions were taken during the meeting. When I asked whether my questions could be answered, the chair replied that the meeting was business only. He said he had not received the questions.

At the close of the meeting, I handed a written copy of the questions to the secretary. The trustees now have them to hand, and out of courtesy I have since sent the original email again to the same address.

Those attending were invited at the end of the meeting to give their email addresses to the treasurer for a copy of the accounts. I did so, and also asked for the minutes of last year’s AGM.

What happens next

None of these questions asks for anything unusual. Two are about documents that Dynamic Dunure’s own constitution, or Scottish charity law, says should be available.

The others concern the role Dynamic Dunure is expected to play in the long-term care of a project whose draft business plan estimates its total capital cost at £4.74 million (Business Pointer, September 2024, p.19).

A written reply would be welcome, and will be published here in full when it arrives. I will also report on the minutes and accounts once they are received.

Dynamic Dunure and South Ayrshire Council are cordially invited to respond to this post. Any response will be published here in full and unedited.
